My guess is that I rubbed too hard with a cotton swab to remove the decal adhesive, and there must have been a chemical reaction between the scratch on that area and the lacquer clear.
And I applied the clear very soked, but it would have been better if I first coated it lightly and moistly in advance, dried it, and then drenched it and painted it.
